Meinertzhagen lists 3 Masatoshi who sign using the kanji found here. Beyond that his notes are not very helpful, and in the past netuske of Raiden have been attributed to both the Nagoya based Sawaki Rizo Masatoshi and the Tokyo based Shinkeisai Masatoshi. I suspect that they are all in fact by the Nagoya artist
