The long-haired quadrupeds with scaly skins and short tails face in opposing directions atop 3 rocks, one of them holding a fish

Signed beneath on the bridge between the himotoshi in ukibori characters: Tadakuni. Nagoya, circa 1820

Information: 

Davey and Meinertzhagen have different opinions as to what the creatures are doing.  The latter refers to them as both kappa and kawataro
